It will display a schematic on the screen of your c64 when run. This is the interface I use to plug a GRAVIS PC-gamepad into the c64. R1 and R2 may need to be changed for other PC sticks, but this will get you started. No pull-up resistors were used because the c64 uses these lines for the keyboard matrix; my op-amp book shows the LM339 has an "open collector output" so the LM339 outputs should "float" when not grounded... Doesen't the CIA chip have an internal pull-up on all i/o pins? I didn't include a decoupling cap in my schematic so you may want to add a 0.1uF ceramic across pins 3 and 12 of the LM339 if the circuit triggers irraticly.
